Of two false theories, One can be, Intuitively, Closer to the truth than the other. The purpose of the article is to propose a rigorous explication of this intuitive notion.

The subject of the study is the socio-cultural threats to the information security of Russian citizens associated with ChatGPT technologies (Chat Generative Pre-trained Transformer, a machine-generated text response generator simulating a dialogue). The object of research − evaluation of the ratio of advantages and threats of generative language models based on "machine learning" in modern (2021-2023) scientific literature (journals HAC K1, K2 and Scopus Q1, Q2). The scientific novelty of the research lies in the culturological approach to the analysis of (...) threats to the security of Russian citizens associated with the use of ChatGPT as one of the technologies of "artificial intelligence". The formulation of the problem of the classical Turing test "to distinguish a person from a machine" is characterized as a scholastic abstraction, instead a more correct and productive approach is proposed: a socio-cultural assessment of the value (based on cultural axiology) of new computer technologies. The starting point of the analysis is the determination of socio-cultural value (or, conversely, damage) as a result of the use of generative language models based on machine learning. Further, the contribution and responsibility of various socio-cultural subjects of its creation and application are revealed − user, creator and developer. The result of the application of the proposed approach is the deconstruction of the discourse of the "philosophy of artificial intelligence" in terms of uncritical translation of developer declarations intended for marketing and attracting financing. Hypertrophied perception, precariously balancing on the edge of utopia and dystopia, is assessed as a risk of incorrect identification and ranking of threats to information security. Assumptions about the hypothetical "superweapon of psychological warfare" mask modern incidents of cross-border leakage of confidential data, the risks of being held accountable for publishing deliberately false information and illegal content as a result of using ChatGPT. National security measures are recommended, including restrictive measures and increasing the general civil culture of information security of users, as well as the orientation of domestic developments of solutions of this type on traditional values, socio-cultural identity and interests of Russian citizens. In an effort to make sense of it, commentators were often driven to attribute to Russell quite obvious and simple fallacies. A different approach was taken by Peter (...) Geach, who suggested that Russell's argument could be given a consistent reading if it were construed as arguing, not against Frege's theory, but against Russell's own earlier theory, which he put forward in The Principles of Mathematics. It is not an implausible hypothesis, considering how prone Russell was to misrepresent' other philosophers' views and read his own powerful ideas into their writings. In order to justifY Geach's hypothesis properly, one would have to show the crucial difference between Russell's and Frege's theories that made only one of them susceptible to the attack in "On Denoting ". Russell explicitly considered the two theories to be "very nearly the same"; this self-interpretation would have to be questioned. Geach's hypothesis would be further strengthened by providing an actual exegesis of the "On Denoting" argument as directed against The Principles ofMathematics theory. In this paper 1 will try to accomplish both of these tasks. Russell is often accused of confusing use and mention. The accusation is not fair, however. It is true that he does not insist on this distinction; he does not employ it extensively. But he is certainly Russell's Argument against Frege's Distinction 53 aware of it; he simply does not think that it is an important logical distinction. Today this view may seem almost incomprehensible, but that only shows the strength of Frege's influence on our ideas. There are two striking symptoms of Russell's lack of concern for the use-mention distinction: firstly, he does not observe the convention which says that putting an expression in quotation marks produces a name of that expression; secondly, he does not feel any need to employ the pair of terms "sentence" and "proposition", but contents himself with the latter only. Today, more and more attention is paid to self-employment, when, in the face of an exacerbated situation related to the spread of coronavirus, the authorities recommend people to work remotely. An important feature of self-employment is that such a form of social protection appears when the unemployed can overcome the crisis and find a new place to live with state assistance provided by employment services. The main focus of this article is to search for a comprehensive way to solve employment (...) problems at the state level through the use of self-employment, taking into account the economic and social aspects due to a change in a person's attitude to work. At the same time, the transition from passively dependent expectations in work to active creative work is carried out. The study used data from a sociological survey conducted jointly by the International Labor Organization and the International Organization of Employers. 127 organizations from 115 countries took part in the survey. To determine the portrait of the self-employed population, it was decided to use the results of a survey of the target group and a focus group conducted by the Center for Applied Economic Research. In the paper we offer a logical explication of the frequently used, but rather vague, notion of point of view. We show that the concept of point of view prevents certain paradoxes from arising. A point of view is a means of partial characterisation of something. Thus nothing is a P and at the same time a non-P, because it is a P only relative to some point of view and a non-P from another point of view. But there is (...) a major, complicating factor involved in applying a logical method that is supposed to provide a formal and rigorous counterpart of the intuitively understood notion: ‘point of view’ is a homony-mous expression, and so there is not just one meaning that would explain points of view. Yet we propose a common scheme of the logical type of the entities denoted by the term ‘point of view’. It is an empirical function: when applied to the viewed object in question, it results in a evaluating proposition about the object. If there is an agent applying the criterion, the result is the agent’s attitude to the respective object. The paper is organised into two parts. In Part I we first adduce and analyse various examples of typical cases of applying a point of view to prevent paradox. These cases are examined according to the type of the viewed object: a) the viewed object is an individual and b) the viewed object is a property or an office. In Part II we then show that the method described in Part I can be applied also to the analyses of agents’ attitudes. We thus explain how an agent can believe of something that it is a P and at the same time a non-P: the agent applies different viewpoint criteria to the viewed object. The inversion of perspective consisting in the perspective shifting from the believer on to the reporter in the case of attitudes de re, and from the reporter to the believer in the case of attitudes de dicto, is also analyzed. We show that there is no smooth logical traffic back and forth between such attitudes and prove that they are not equivalent. By way of conclusion, we explicate the notion of conceptual point of view and analyze cases of viewpoints given by conceptual distinction. We show, finally, that the proposed scheme of the type of point of view can be preserved, this time, however, in its extensional version. (shrink)

The subject of the article is the philosophical and cultural methodology of digital "virtual reality", comparing the declarations of developers with the practical possibilities and social consequences of using such technologies. The developers presented projects of online digital content services for all five senses using special equipment (glasses, headphones, interactive gloves, joysticks, costumes, printers of smells and tastes, etc.). It was assumed that virtual reality would surpass the reliability of previous multimedia content and interactive computer games, and the persuasiveness and (...) attractiveness of traditional technical means of art and the press. Failure to fulfill these promises has led to significant losses since 2022 for leading companies developing digital virtual reality technologies Meta (recognized by the court as an extremist organization on 03/21/2022, activity is limited in the territory of the Russian Federation), Microsoft HapticLinks, Cave, AlloSphere, Teslasuit, VRealizer. There was a need to assess how and to what extent the methodology used and the predicted capabilities of digital virtual reality were correct. Philosophical and cultural analysis as a research method reveals: the developers of digital virtual reality promised the methodologically impossible, reducing human perception to the "sum" of the external "five senses" out of connection with the "self", inner sensitivity, bodily self-perceptions. A person is only partially amenable to algorithmized digital interaction; a critical barrier to digital virtuality is the socio-cultural identity of society and personality. The novelty of the results of the analysis lies in the conclusion: digital virtual reality in many respects is fundamentally inferior in effectiveness to traditional technical means of sensory and emotional impact and cognition, used both for creative and destructive purposes. In terms of creative potential, digital virtual reality is inferior to the technical means of art, science, education, upbringing, etc., and in terms of destructive capabilities, it is already used in the press and other mass communications technologies for manipulating public and individual consciousness, as well as psychotropic substances that cause addiction. National regulation of the development of digital "virtual reality" is recommended, aimed at protecting and developing the socio-cultural identity of Russian citizens and society, as well as for cognitive and educational purposes. Levinstein recently presented a challenge to accuracy-first epistemology. He claims that there is no strictly proper, truth-directed, additive, and differentiable scoring rule that recognises the contingency of varying importance, i.e., the fact that an agent might value the inaccuracy of her credences differently at different possible worlds. In my response, I will argue that accuracy-first epistemology can capture the contingency of varying importance while maintaining its commitment to additivity, propriety, truth-directedness, and differentiability. I will construct a scoring rule — a (...) weighted scoring rule — and a global inaccuracy measure that has all four required properties and recognises the contingency of varying importance. I will show that Levinstein’s and my results coexist without contradicting each other. (shrink)

The author provides an outline of cosmology, geography and meteorology, only to argue that a full understanding of the cosmos cannot be achieved without a proper grasp of God as its ultimate cause. To ensure (...) such a grasp, the author provides a series of twelve carefully chosen interlocking analogies, building a complex picture in the reader's mind. The work develops a distinctly Aristotelian picture of God and the cosmos while paying tribute to pre-Aristotelian philosophers and avoiding open criticism of rival schools of philosophy. My book is about the human creativity being a source of progress, and cycling of evolution caused by platitude and triviality of once high-reaching idealism. In essence the book presents an original perception of human history, based on Christian values as vital coordinates system. I hope this book will revive the interest to the Russian school of thoughts and to humanism in general.

It is widely held that oblique contexts and indexical terms present difficulties to Frege's theory of sense. The aim of the present paper is to show that a simple device involving no revision of Frege's semantic doctrine resolves all the alleged difficulties. A simple extension of Frege's notation is proposed which makes it possible to translate oblique contexts into the concept script.

Pár slov úvodem k dopisu, který poslal Pavel Tichý z University of Otago Pavlu Maternovi (který v té době ´pracoval´ na brněnské univerzitě bez možnosti učení a publikování). K dataci dopisu: Shoduji se s odhadem Dr. Raclavského, že jde patrně o r. 1975. Ti, kdo neprožili normalizaci, si těžko představí situaci. To nebylo tak, že můj přítel Tichý momentálně působí na Novém Zélandě a píše mi z momentálního zahraničního pobytu. Tichý byl emigrant, což mj. znamenalo, že žádnou z jeho (...) odborných statí nebylo možno u nás citovat, dále že dík faktu, o kterém každý věděl, že dopisy emigrantů jsou u nás na příslušných institucích otvírány, znamenala korespondence s emigrantem kádrovou skvrnu. O tom jsem tehdy nepřemýšlel, už proto, že četba Tichého dopisů byla nesmírně zajímavá. Byl jsem na shromažďování korespondence lajdák. Moje krátkozrakost zavinila, že se z této korespondence zachoval nepatrný zlomek. Dopis, který následuje, je ovšem obzvlášť zajímavý, a to z následujícího důvodu: Tichý měl už od šedesátých let – ještě v Československu – v hlavě zárodky svého přístupu k logice a logické analýze přirozeného jazyka (svědčí o tom jeho stati v tehdejším Filosofickém časopise, zejména stať „Smysl a procedura“ z r. 1968). Dopis, který zde uveřejňujeme, má však hodnotu historického dokumentu. Jde o první ´neformální´ formulaci jeho pojetí tzv. konstrukcí a jeho postoje k logice, což se postupně promítlo do systému Transparentní intenzionální logiky (TIL), vyloženého souvisle v monografii The Foundations of Frege´s Logic, vydané asi 13 let po tomto dopisu. Ze vzhledu dopisu je patrné, že byl psán na psacím stroji, což v těch letech bylo standardní. Musíme omluvit překlepy (ostatně to byl osobní dopis), pokud jde o nespisovnosti, vím, že Tichý ovládal češtinu velmi dobře, ale dával přednost psát přirozeně, blízko k hovorové češtině. Jistě připustíte, že jeho jazyk je zde velmi živý a že úpravy směrem ke spisovnému jazyku by narušily kouzlo bezprostřednosti a jistého emocionálního zaujetí, které z dopisu vyzařuje. Tichý posílal mně a Pavlovi Cmorejovi i nadále jednak osobní dopisy, jednak rukopisy svých statí, takže jsme měli výhodu být účastni procesu budování TIL, kterou oba (a dnes už nejenom my) pokládáme za podstatný přínos ke světové logice. --Pavel Materna. The article focuses on process management in public administration using the specific case study of the statutory city of Ostrava. Based on the selected part of the PAPRIS methodology, the process management is verified, and conclusions from the application of information system e-SMO are generalized. Ostrava is third the biggest city in Czech Republic with approximately 320 thousand citizen. Article describes experiences with SW implements, which are used for model of process in public administration. Particulary at local authority of Ostrava (...) town. Model of process is a basis for reengineering of process in state administration and preparation for implementation of big information systems. Mapping of process is providing implement and confirmation methodology to identify existing processes. Problem with its using consist in that, senior manager don’t informs, what organization is determination by processes. If are not described in given to organization current processes, or how would have had look new optimum processes, will not endeavour about reengineering successful. Procedural analysis namely offer tool and check methodology to identification current suit and it is possible him use either as instruction for reengineering function handling administrative and self-rule activities. Purpose of the article: The PAPRIS methodology was used when defining the objectives for implementation of the information system for public administration. This methodology has been elaborated by one of the authors and published in a very general scheme when solving many case studies,,. We assume that the PAPRIS is primarily a methodology with incorporated elements of procedural approach for project management in public administration information systems. The specific supporting process of communication between the client and the e-SMO system has been chosen for verification. The model of supporting communication process, created by ARIS tools, is crucial, and the structure of scripts is subsequently made. The aim of this article is to verify that the methodology is sufficient and appropriate to manage such a large project such, undoubtedly, is the e-SMO. Methodology/methods: Defined productive and non-productive processes with their defined process cuts represent a crucial category for the process structure of IS projects. This is fully accepted by the PAPRIS methodology. Process cuts are understood, in the logic modelling according to the PAPRIS methodology, as clearly defined logic directional cuts in three-dimensional space of all project processes. The process set is systemically categorized, in a given logic directional cut, into mutually disjoint process subsets, which are characterized by this particular directional operator. The directional operator always has a clear logical allocation that is based on the construction of a process view. Theoretically, an infinite number of process views can be used. One of the important issues in a methodology for the case studies includes the size of the research sample. It is usually assumed that there is no ideal number of cases and that the number between four and ten usually provides good results. Other authors defining against any quantitative standards for any determination of the sample size of the case studies, since such an approach denies the internal logic of this methodology and the richness of the information obtained from participants in the research. Research which is carried out using case studies does not aspire on compliance with the requirement the representativeness of the sample.. Methodology of case studies is among the established guidelines of qualitative research. Research on using case studies in the last 30 years has seen an extraordinary increase in social-scientific research, including research on business and management. Scientific aim: The essential aim of this study is to describe the way the process cut defines a productive process and non-productive process, in accordance with the PAPRIS methodology using the specific example. While the triggering mechanism of the project production process is an event causing its own production - i.e. the specific output with added value for the customer, the project of non-productive process is caused by the project management event. Therefore, it is caused by the need to control, monitor, track, inspect, evaluate outputs, decide and regulate the project implementation. Findings: Within the support of the communication process, two examples were used to verify the methodology. The global perspective on the process was created in ARIS tools and the communication between the call centre and the client was made in Visio tools. The PAPRIS methodology is based on the concept of process variability, which has been clearly formulated. The fundamental direction of the process development, anticipated changes and the opportunity to react to them in accordance with defined objectives of the PAIS project are guaranteed. (shrink)

The article analyzes the concept of serendipity as a property and state of personality. The approach chosen by the author is aesthetic; the problem is covered from the perspectives of pedagogy and didactics. The object of the study is the phenomenon of "intuitive serendipity", the subject is the methods of creativity development. Comparison of different types of thinking (inductive, deductive, paradoxical) allowed us to make a number of generalizing judgments. In particular, the superiority of "paradox logic" over formal logic and (...) the role of intuition and "sense of truth" in the process of cognition. On the basis of the conclusions it is proposed to discuss the author's hypothesis of the trigger principle of learning based on cultivating a craving for knowledge, ideological immunity and the ability to independently search for and analyze information, as well as to implement it in the creative process. В статье приводится анализ понятия серендипности как свойства и состояния личности. Выбранный автором подход — эстетический; освещение проблемы в ракурсах педагогики и дидактики. Объект исследования — феномен "интуитивной прозорливости", предмет — методики развития творческого потенциала. Сравнение различных типов мышления (индуктивное, дедуктивное, парадоксальное) позволило выйти на ряд суждений обобщающего характера. В частности — о превосходстве "логики парадокса" над логикой формальной и о роли интуиции и "чувства истины" в процессе познания. На основании выводов предлагается обсудить авторскую гипотезу триггерного принципа обучения, основанного на культивировании тяги к знаниям, идеологического иммунитета и способности самостоятельно искать и анализировать информацию, а также реализовывать ее в творческом процессе. Introduction. The article is focused on analyzing the aesthetic aspect of A. Kojève’s philosophy, the ability of his philosophy, from an aesthetic point of view, to clarify a number of key problems of the modern political and cultural environment. The purpose of the study is to determine the epistemological attitude of A. Kojève’s philosophy able to clarify the way in which his philosophy problematizes the current cultural and political reality. Methods. Hermeneutics, comparative analysis and deconstruction are used as research methods. (...) Comparative analysis allows us to demarcate A. Kojève’s own line of reasoning, in the context of aesthetic and epistemological theories, as well as Hegelian themes themselves. Hermeneutics is the central method in the work, since the philosophy of A. Kojeve requires interpretation as an aesthetic theory. Deconstruction, formalized to the status of a method according to P. de Man, allows us to detect inconsistencies, the principle of mutual problematization of Kojeve’s philosophy and the current political and epistemological agenda. Scientific novelty of the research. The standard way of interpreting the work of A. Kojève is to evaluate him as an interpreter of G. Hegel. The author analyzes some meaning of A. Kojève’s philosophy, separate from G. Hegel’s explanation of the text. The novelty lies not only in the fact that A. Kojève’s philosophy is defined as theorizing that goes beyond technical hermeneutics (clear presentation), but also as a specific representation of such theorizing as epistemological aesthetic theory. The latter is a rather rare interpretation of the philosophy of A. Kojeve. This allows us to expand the traditional assumption that post-Hegelian epistemesthetics is the property of an extremely limited number of authors (for example, B. Croce). Moreover, such an interpretation of A. Kojève’s theories is a new element in the emerging trend of considering political issues within the framework of epistemological aesthetics. Results. The specific mode of interpreting G. Hegel, which is carried out by A. Kojève, turns the philosophy of the former into a unique aesthetic project. In this project, the category of aesthetic experience comes to the foreground, indicating the empty, formal nature of any discourse. In this regard, any claim to knowledge of reality, to a correct idea of the subject is replaced by the idea of creating the subject of discourse. Consistent treatment of this idea is symptomatic of the philosophy of A. Kojève. This philosophy is a reflection of those historical changes that gave rise to the culture of “aesthetic rationality”: empty and formal. In A. Kojève’s philosophy, one can see how such a culture of the End of History is, contrary to Hegelian ideas, not the era of the struggle decline, but the era of its strange transformation, a symptom of increasing political violence. Conclusions. A. Kojève’s philosophy is considered not as a utopian political project, but as a problematization of the modern cultural and political sphere. The latter is understood as an indication of the inconsistency of ontological discourses of Truth, the discovery in the very essence of discursive practices of an empty, formal principle, and therefore primarily of interest to aesthetics. The modern era of the End of History and the end of the era of persuasive speech gives an idea of the main political paradox (at least for the philosophy of A. Kojève, and at most for the modern political environment). The era of disappointment in discourse should become an era of refusal to fight for discourses, but it becomes an era of maximizing violence, since it is in a situation of disappointment that discourses can only be supported by force. We move from unconvincing speech to convincing violence, but it is possible to understand the origins and specifics of this transition only by considering A. Kojève’s philosophy in the light of such a discipline as aesthetics. (shrink)
